PM Modi Lays Foundation Stone of ₹10,601-Crore Ammonia-Urea Plant at Namrup in Assam

Prime Minister Narendra Modi on Sunday, December 21, 2025, laid the foundation stone of a ₹10,601-crore brownfield ammonia-urea fertiliser plant at Namrup in Dibrugarh district of Assam.
The upcoming project will be developed by the Assam Valley Fertiliser and Chemical Company Ltd (AVFCCL) and will have an annual urea production capacity of 12.7 lakh metric tonnes. The plant is scheduled to be commissioned by 2030.
Key Details of the Namrup Fertiliser Project
AVFCCL was incorporated in July 2025 and is a joint venture involving:
Government of Assam
Oil India
National Fertilisers Ltd (NFL)
Hindustan Urvarak & Rasayan Ltd (HURL)
Brahmaputra Valley Fertiliser Corporation Ltd (BVFCL)
The Union Cabinet approved the establishment of the new plant in March 2025 within the existing premises of BVFCL.
In an official statement, AVFCCL described the project as a modern, energy-efficient, world-class fertiliser complex, expected to play a critical role in meeting the fertiliser demand of Assam, the North-East, West Bengal, Bihar, Jharkhand and eastern Uttar Pradesh.
Beyond fertiliser security, the project is projected to act as a catalyst for industrial growth, employment generation and regional economic development, creating hundreds of direct jobs and thousands of indirect employment opportunities.
Revival of Namrup’s Fertiliser Legacy
The company noted that the foundation stone-laying marks the revival of Namrup’s legacy as the cradle of India’s gas-based fertiliser industry. The new facility is expected to usher in a new phase of sustainability, agricultural prosperity and economic growth for the region.
The Bhoomi Pujan ceremony was attended by Assam Governor Lakshman Prasad Acharya, Chief Minister Himanta Biswa Sarma, along with Union and State Ministers, MPs, MLAs, senior officials and representatives of stakeholder organisations.
About BVFCL
The Brahmaputra Valley Fertiliser Corporation Ltd (BVFCL) is the only urea-manufacturing facility in eastern India. Fertiliser production at Namrup began in January 1969 under Hindustan Fertiliser Corporation Ltd (HFCL). BVFCL was formed in April 2002 after the Namrup unit was carved out of HFCL.
The company operates under the Ministry of Chemicals and Fertilisers with 100% Government of India ownership. It was among the first fertiliser plants in India to use associated natural gas as a raw material for producing nitrogenous fertilisers.
Currently, BVFCL produces neem-coated urea and organic fertilisers such as liquid bio-fertiliser and vermi compost under the brand name Mukta. It operates two ammonia-urea units established in 1976 and 1987, both with relatively small capacities.
