US Offers 15-Year Security Guarantees to Ukraine Under Proposed Peace Plan to End Russia War

The United States has proposed security guarantees lasting 15 years for Ukraine as part of a broader peace plan aimed at ending the ongoing war with Russia, Ukrainian President Volodymyr Zelenskyy announced after a high-level meeting with US President Donald Trump in Florida.


Speaking after their meeting at Trump’s Mar-a-Lago residence, Zelenskyy said the proposed guarantees would require approval from the US Congress and other partner parliaments. He added that while Ukraine welcomed the offer, Kyiv is seeking longer-term assurances of 30 to 50 years to deter any future Russian attempts to seize Ukrainian territory by force.


Key Elements of the Proposed Peace Plan

According to Zelenskyy, the draft framework currently includes:

  • 15-year US security guarantees, with a provision for possible extension

  • A minimum 60-day ceasefire as a confidence-building measure

  • Ongoing discussions on the creation of a free economic zone in the Donbas region

  • Further negotiations on unresolved territorial issues

He clarified that Ukraine would engage directly with Russia only after the peace terms are formally agreed upon by the US and European leaders.

In a series of posts on X (formerly Twitter), Zelenskyy said:

“We agreed with the President of the United States that Ukraine will receive strong security guarantees from the US. At present, they are set for 15 years, with the possibility of extension. We would like to consider 30, 40, or even 50 years.”

He added that such a long-term commitment could become a historic decision and noted that President Trump had agreed to consider the proposal.


Trump Says Peace Talks Near Conclusion

President Trump stated that “significant progress” has been made toward ending the conflict and claimed that a peace agreement could be finalised within weeks.

Trump said he and Zelenskyy had spoken with several European leaders, and he later held a nearly two-and-a-half-hour phone call with Russian President Vladimir Putin.


According to Trump, consensus among key stakeholders is closer than at any point since the war began.

On the question of security guarantees, Trump said an agreement on the 15-year framework was “close to 95 percent” finalised.


Remaining Points of Dispute

Despite progress, Zelenskyy acknowledged that several critical issues remain unresolved, including:

  • Territorial questions, especially areas under Russian occupation

  • The future of the Zaporizhzhia nuclear power plant, currently under Russian control

While Russia has earlier rejected several components of the 20-point peace plan backed by the Trump administration, Moscow has indicated a cautious openness to further dialogue.


Russia’s state news agency TASS reported that the Kremlin agreed with Trump’s assessment that peace is now closer. Kremlin spokesperson Dmitry Peskov confirmed that Trump and Putin are expected to speak again soon, though there was no indication that Putin would hold direct talks with Zelenskyy.


War Nears Four-Year Mark

The Russia–Ukraine war began after Moscow’s invasion of Ukraine and is now approaching its fourth year, making it one of Europe’s longest and most destabilising conflicts in recent history. Any agreement involving long-term security guarantees would represent a major geopolitical shift in the region’s security architecture.
