Prime Minister Narendra Modi arrived in Accra, the capital of Ghana, last night on a State Visit, where he was given a warm ceremonial welcome by President John Dramani Mahama. The honour included a guard of honour and a 21-gun salute at the airport, signifying the high-level diplomatic courtesy extended to visiting heads of state.
Later in the evening, the two leaders held restricted and delegation-level bilateral talks at Jubilee House, the seat of the Ghanaian presidency. In their discussions, Prime Minister Modi and President Mahama explored a range of avenues to strengthen and deepen bilateral relations between India and Ghana. The leaders reached a significant agreement to elevate their partnership to a new level, with PM Modi announcing in the joint press statement:
“President and I have agreed to elevate our bilateral relationship to the level of a ‘Comprehensive Partnership’. India is more than just a partner; it stands as a co-traveller in Ghana’s journey toward nation-building.”
The term Comprehensive Partnership signifies an all-encompassing collaboration that goes beyond routine diplomatic ties to include strategic cooperation in multiple areas such as trade, investment, defence, technology, capacity building, and people-to-people ties.
During the talks, both sides emphasized expanding cooperation in several vital sectors:
Trade and Investment: The leaders welcomed the growing Indian investments in Ghana and expressed their commitment to further boost bilateral trade.
Agriculture and Infrastructure: India offered continued support through India-supported infrastructure projects that are crucial for Ghana's development.
Digital Technology and Capacity Building: The two countries plan to work together in areas like digital public infrastructure, skill development, and healthcare expertise, especially in sectors like pharmaceuticals and Ayurveda.
Defence and Security: In this sector, PM Modi emphasized the principle of "Security through Solidarity", suggesting enhanced collaboration in maritime security, armed forces training, cybersecurity, and defence supply chains.
The leaders also touched on important global governance issues, including the need for United Nations reforms and stronger global counter-terrorism cooperation, indicating their shared vision for a more equitable and secure international order.
To cement the commitments made, four Memorandums of Understanding (MoUs) were signed after the talks. These MoUs covered cooperation in:
Cultural Exchange – aimed at strengthening people-to-people ties,
Standards – promoting regulatory alignment in goods and services,
Ayurveda and Traditional Medicine – acknowledging India’s strengths in alternative medicine,
Joint Commission Mechanism – a platform for regular high-level dialogue and review of cooperation.
The highlight of the visit came later at a State Banquet hosted by President Mahama, where Prime Minister Modi was conferred with Ghana’s highest civilian honour, the Officer of the Order of the Star of Ghana. This prestigious national award was presented in recognition of PM Modi’s distinguished statesmanship and influential global leadership. The honour signifies Ghana's deep appreciation for India’s role in global affairs and its unwavering support for African development.
As part of the ceremony, the Ghanaian Foreign Minister read the official citation, outlining PM Modi’s contributions to international diplomacy, regional stability, and developmental cooperation.
