In a powerful intervention at the United Nations Security Council (UNSC), India categorically rejected Pakistan’s “nefarious agenda”, accusing it of grossly misusing the Council’s platform and attempting to divert global attention from its own human rights violations and state-sponsored cross-border terrorism. The remarks were delivered by Ambassador P. Harish, India’s Permanent Representative to the UN, during an open debate on Children and Armed Conflict (CAC).
India firmly denounced Pakistan's repeated attempts to politicize international forums, especially by raising irrelevant issues under unrelated UNSC agenda items. Ambassador Harish emphasized that Pakistan had violated the UNSC's core agenda by using the CAC debate to pursue propaganda against India instead of constructively engaging on the critical subject of protecting children in conflict zones.
The envoy went further to label Pakistan as one of the grave violators of the CAC mandate, pointing to systemic abuse of children within Pakistan's own borders, and underscoring the harmful impact of its military activities in the Afghanistan-Pakistan border areas. He noted that children in these regions have suffered casualties due to Pakistani cross-border shelling and airstrikes, directly implicating Pakistan’s armed forces in serious breaches of international humanitarian norms.
Highlighting recent incidents, Ambassador Harish referenced the April 22, 2025, terror attack in Pahalgam, Jammu and Kashmir, in which 26 Indian tourists were brutally killed by Pakistani or Pakistan-trained terrorists. This attack, he argued, exemplifies the continued export of terrorism by Pakistan and its proxies, even during times of regional peace initiatives and international appeals for restraint.
Reaffirming India’s unwavering commitment to a zero-tolerance policy against terrorism, the Indian envoy cited Operation Sindoor, a retaliatory military response carried out on May 7, 2025, targeting terror camps and launchpads across the border. These measured actions, he said, were essential to safeguarding Indian civilians and upholding the nation’s sovereign right to self-defense.
Ambassador Harish also drew attention to the recent report by the UN Secretary-General on Children and Armed Conflict, which documents grave violations occurring within Pakistan, including attacks on girls’ schools, health workers, and widespread use of children in violent extremist ideologies. These findings reinforce international concerns about Pakistan’s internal governance and its use of children as tools of radicalization and violence.
The Indian representative condemned yet another act of aggression by the Pakistani army, referencing the May 2025 shelling of Indian villages near the border, which led to multiple civilian deaths and injuries, including women and children. He stressed that these attacks are not only violations of India’s territorial integrity but also deliberate attempts to escalate tensions through non-conventional warfare targeting civilians.
In concluding his remarks, Ambassador Harish firmly reiterated India’s long-standing and unequivocal stance on Jammu and Kashmir, asserting:
“The entire Union Territory of Jammu and Kashmir has been, is, and will always be an integral and inalienable part of India, irrespective of the frequent, incessant spate of lies and falsehoods by Pakistan.”
